September 17, 2015 Tredyffrin Township Bldg.   • Approved the July 17, 2015 minutes with corrections.
2. Treasurer’s Report
  • Bob Cochlin reported a balance today of $19,825.30.
3. County Update Park Superintendent Owen Prusack reported:
  • Phase IV A: Current trail end near Walmart to Oaklands Corporate Center: contractor cleared rail bed to enable access for engineering contractor to survey and to design. Closed to the public.
  • Phase IV B: Oaklands through Downingtown. Steering committee meeting through Dec 2016 to determine a preferred alignment. A Public Meeting will be held on Oct 8 with a second scheduled on Mar 31. The out of use Norfolk Southern right of way from Ship Rd, crossing Rt 322 south of Downingtown on the high trestle bridge and terminating in Caln Township is a possible route.
  • Foundry Way crossing in Uptown Worthingtown was visited on Sept 15 by Owen, Dave Stauffer, Project Manager for the Facilities & Parks Dept, and Gail Lipstein & Mike Broennle from the Friends regarding possible safety improvements. A traffic engineer recommended roughly $15,000 in improvements. We thought 4 way stop signs would be a major safety improvement for trail users. Dave Stauffer will discuss that idea with O’Neill Properties and East Whiteland Twp, as well as update the cost of improvements.
  • Events
  • 9/19, this Sat, Whiteland Twp Make a Difference Day, will hold a run between Church Farm Lane and Ship Rd.
  • 10/1 Westlakes 5 K.
  • 10/3 Paoli Blues Fest 5 K cancelled due to low registration.
  • 11/7 Run to Bring Hope Home, 5K between Exton TH & Bacton Hill Rd.
  • 12/5 Elf vs. Reindeer 5K, Exton Park, proceeds to bring water to the trail.
  • Voya has completed 4 volunteer days removing vines and competing plants from trees as park of the Phase II construction, between Contention Lane and DiAmbrosia Park. They are scheduled to do similar work on 9/30 and 10/9 between Ship Rd and Iron Hill Rd.
  • A centerline will be painted soon from the Cedar Hollow bridge through the blind curves.
  • 15,000 updated maps, Summer 2015 have been printed and are available at TMACC’s office & the Warwick County Park office.
  • The new signs with trail regulations have received lots of attention. It was recommended they be placed on the kiosks and at high volume entry points such as Line Rd on at Chester County’s border.
  • Volunteers from Voya completed painting all the D gates yellow on 6/19.
  • A run event organized by Cure4Cam for over 350 participants is planned for 11/4/15.
  • An event is planned as part of the Paoli Blues Fest on Sat, Oct 3. Details?
  • PennDOT plans to paint the sides of the 202 culvert with anti-graffiti gel paint and to apply the top/finish coat of asphalt; work to be done at night; date not yet announced.
  • There is a new bench at 10.7 MP between Bacton Hill and Valley Creek Blvd.
  • Centerline striping has been applied at the S curve west of Cedar Hollow Rd; it will also be placed at the blind curve at the Old Eagle School bridge.
  • Phase $A surveying is continuing.
  • Water faucets: E. Whiteland Twp. officials are not cooperating with planning for an outside faucet at the township building trailhead.
  • The organizers of an event in early December want to make a donation towards installing water fountains along the trail.
  • The Park Department has begun planning for a major event on the trail in 2016 with participation thus far by TMACC and Hybrid Cycles, possibly in conjunction with National Trails Day in June.
  • In June there were 40,000 trips recorded vs. 12-16,000 on the Struble Trail. The western portion of the trail has twice the number of trips compared to the eastern portion.
  • There is a plan prepared by a professional traffic engineer to improve the safety of the Foundry Rd crossing in Uptown Worthington. The cost is approximately $15,000. This is a potential project for funding by the Rails to Trails grant plus another partner.
4. Other items
  • Tredyffrin Trail Watch: Officer Rhonda Carroll, Tredyffrin Community Policing Officer, reported there are 10 volunteers in the Trail Watch program. Owen Prusack reported West Whiteland Police are on the trail. There are 5 full time and 6 part time County Park Rangers who spend the majority of their time on the CVT.
  • Trail communications: We discussed how to communicate the current information on the trail. The Friends of the CVT Facebook page generally has the most current information,
  • D’Ambrosio Trail Connection: Sean Moir reported the Tredyffrin Township Board of Supervisors will consider a motion to advertise and receive bids for the D’Ambrosio Trail Connection to the CVT improvement project at their 8/17 meeting. This is intended for use by D’Ambrosio park users and local residents to access the CVT. (The minutes of the 8/17 BOS meeting were not yet posted on 9/16; the agenda for the 9/8 Tredyffrin BOS include “Update for LAD Park Trail access.”)
  • On 7/23 TMACC and Communities in Motion will hold a community bike ride beginning at the Exton Trailhead as part of the National Bike Challenge.
  • On 7/26 the Bicycle Coalition of Greater Philadelphia will hold a bike ride of the CVT as part of its Exploring the Circuit series.
  • There has been no action on Daylesford Lake Condos interest in constructing a CVT connection.
  • The CC Planning Commission has received a grant and has initiated planning the right of way for the CVT Extension, Phase 5, from Exton to Downingtown.
  • Interest was expressed in an Uwchlan Trail connector; paving an 8 ft. wide path on the abandoned Old Valley Road through the county owned undeveloped Exton parkland between Church Farm Lane and the southern terminus of the Uwchlan Trail. Superintendent Prusack asked how much interest there is in this project.
5. Historical markers Eight historical markers and weatherproof maps have been installed along the CC portion of the trail. 6. Events – Reports & Plans

  • Sept 9, Sat, 11 am to 5 pm, Paoli Battlefield Heritage Day, Paoli Memorial Grounds, Malvern
  • Oct 3, Sat, 11 am-6 pm, table at Paoli Blues Fest
