  Approved May and July minutes after correcting July meeting date.
  1.  Financial Report
Bob Cochlin reported a fund balance of $11,285.32 in checking and PayPal, allocated as General $8,141.45, Malvern Federal grant $2,901.18 and RTC grant $242.69.  
  • County Update:  Owen Prusack presenting:
 
  • Foundry Way – A county purchase order for $5,607 has been approved for a stop sign for southbound Foundry Way, temporary flashing lights, signage, crossing line striping on Foundry Way (completed), and a stop bar at the new stop sign.
  • Water fountain – E Whiteland Township public works building is not feasible.  Exploring the potential for a tie for a water fountain at the future housing development northwest of the Church Road bridge.
  • Traffic counters – The new TraffX counters have replaced the original units west of Bacton Hill Road and east of Cedar Hollow Rd.
  • Conestoga Road/Rte. 401 crossing signal – E. Whiteland Township and Chester County have agreed to install a passive, camera-actuated detection system similar to Ship Road.  E. Whiteland have installed, CC will reimburse.  Agreement is undergoing PennDOT review.  Anticipate completion by 12/31/17.
  • Proposed Catalyst Marketing trail bridge across Rte. 29 – PennDOT will NOT approve overhead marketing.  No movement.
  • Chester County Library access – With the planned construction of the Mariner 2 high pressure gas transmission line east of the library and under Rte. 30 just west of the Exton Hotel apartment building has generated discussion of placing a connection between the trail and the library.  No firm plan.
  • Phase 4A west extension to Oaklands Corporate Center –Delayed over need for PennDOT required higher Whitford Road bridge piers and limestone base presenting a risk of sinkholes.  Remains in final design. Estimate construction bid in winter 2017-18.
  • Relocating Rte. 100 trail crossing – No change; cost increase due to need to move a light pole mast moved funding to FY 2018 capital budget.
  • Swedesford Plaza Shopping Center parking – Personnel changes at Echo Realty, the owner, has delayed formalizing a parking agreement for the area behind/to the east side of the former hhgregg store reached by the existing service access passage.
  • Access to a new office building at Old Eagle School Road and Devon Park Drive – The builder has proposed an access trail to the CVT.
  • An privately bench project – Proposed at the SE side of Phoenixville Pike.

  • Philadelphia Memorial Park Fix-It station – Tim reported after the E Whiteland Twp. Park Board opposed the project, the NW corner of Phoenixville Pike may be a alternative.  Tim will discuss with Lauren from the cemetery.

  • There was a general discussion of trail etiquette.
  • Membership Drive – Owen Prusack approved us of the digital signs and posters in the kiosks.
